`biahub estimate-stitch` and `biahub stitch` should allow for independent tile locations per timepoint

During a timelapse, the XY stage will likely make independent error moving between tiles during a timelapse. Our current stitching algorithm assumes that tiles do not move over time. That may not necessarily be the case - we should allow for independent estimation of each tile location per timepoint. cc @mtcaton
