The installer does check to see if VS is installed, but we don't check to see whether its running. If anything it should not be running. We don't block on running process because a silent install would simply kill the active processes and users can lose unsaved work.

@sichevmi are you saying that unless VS (devenv process) is running, WTE blocks the install from proceeding? That's currently the only check we're doing to see whether you have VS installed that's applicable.
