Pins to a specific version of Flutter, rather than using a branch, to avoid issue like #3962 being surprise out-of-band failures.

This does not change current behavior, as stable currently points to the same commit as 3.10.0.

Is this meant to be a temporary fix?

No, a temporary fix would be to go back to 3.7 (which I'll do if I can't get 3.10 working today). This is just so that the next version of this doesn't come as a surprise OOB failure, but a I-just-manually-did-something-that-might-cause-the-next-commit-to-fail failure, so there will be readiness and context (and a trivial rollback system).
