What:
Adds a codemod that replaces the deprecated
placementvalues of theTooltipcomponent for valid ones. Also removes the deprecated values from the code.
Why:
We migrated our positioning engine from
react-tethertoreact-popperbut kept supportingreact-tetherplacement values to not introduce breaking changes. We should stop supporting those values in favour of only keeping thereact-poppervalues.

The migration to
react-popperis not finished yet, it's being tracked in #232, after it's finished we may need to slightly extend this codemod, but that doesn't block this PR.Closes #370
