We should release final 1.12.x version before we release 1.13.0

We should probably wait to release 1.12.6 until 1.13.0 is ready, just in case any backports are needed.

Well this one is a complete rewrite of ParsePatch - others were bodges because I didn't want to have to rewrite it.

We should actually rewrite at least once more though with a proper AST structure and potentially to a pure streaming structure although that won't be backportable.
