Update mholt/archiver to v3.5.1 #11591

Hi folks 👋
This is just to draw attention to this PR since I wasn't sure who/if to ping directly.
The current version of archiver has an issue which our dependency analyzer doesn't like and thus blocks our builds from time to time.
I've searched existing issues to see if there was a reason it hasn't been updated and didn't find anything, so it seems like it might have just been overlooked. It seems pretty straightforward to update, so I went ahead with the PR.
