Fix error handling of server exec discovery in windows

• And more build config changes:
  • Set vscode types to 1.52 to match min version supported by the extension (catch by vsce package)
  • Bump up husky version to to security warnings (it needs a migration: see https://typicode.github.io/husky/#/?id=migrate-from-v4-to-v7)
