What does this PR do?
In #37885, we use a Github Action workflow file to trigger CircleCI via API. We use
pull_requesttargetevent to allow the Github Actions workflow being triggered without an approval, but this leads to the triggered CircleCI checkout to themainbranch, which is the wrong target to test against.This PR disable that workflow for now so we don't get wrong and confusing CI results. I will think if we have other options.
