Back in release 3.6 the concept of a shared session manager to limit the consumption of VSphere session tokens when creating a large number of clusters was introduced with this PR

This PR was merged directly into the 3.6 branch and wasn't propagated back to master. Im not sure why I only merged it to 3.6, I know the feature had been added and removed from master due to some bugs so it may have been to limit the potential issues bast radius if some occured
To my knowledge though there were no issues concerining the session manager reported in the 3.6 and the project Im using csi in has used the session manager extensively without any issues
So the purpose of this issue is to track the merge of vc session manager back into master and if possible the next 3.7 release
