Remove considerations for never-built Windows CE

There's a lot of reason to remove these as it hasn't been supported for a loooong time.

  • Windows CE is no longer supported since Python 3 (if it ever was).

  • Strip out the last lingering vestiges of Windows CE support python/cpython#71542 (comment)

  • Python Windows CE port's last release was for Python 2.5: https://sourceforge.net/projects/pythonce/files/

• wincerapi hasn't been shipped with pywin32 in longer than support for Python 3.6 was dropped

  • References to wince in setup.py have been removed in this commit: e8bd215#diff-60f61ab7a8d1910d86d9fda2261620314edcae5894d5aaa236b821c7256badd7
    • Also removed win32cerapimodule.cpp from .cvsignore, yet I haven't been able to find that file in git history.
  • Meaning that, unlike Stop building and alias winxpgui + fix ietoolbar demo #2217, there's no need to ensure import wincerapi still works!
