typo: ThrowArguement -> ThrowArgument; fix SPDX URL anchor

This PR do two things, as a follow up of PRs #765 and #766

1. Bring back anchors to a specific section of a web page
   • The URL anchor (#... part after the path) was presented in the code comment, but it it outdated and was removed by Update SPDX spec links to current #765 during URL updates. This PR adds the updated section anchor with correct numbering back, so user can locate the section easier.
   • #71-relationship -> #111-relationship-field
   • #39-package-verification-code -> #79-package-verification-code-field
2. Fix typos in 3 test methods
   • ThrowArguement* -> ThrowArgument*
   • These are confirmed to be safe to renamed, see Fix several typos in Markdown files and in a comment #766 (comment)
