Bump Go 1.22

Use Go 1.22 for Devfile Registry Operator image builds, Devfile Registry Operator is being patched to use Go 1.22 (devfile/registry-operator#105).

Remove release-v0 presubmit job

Removing presubmit job for release-v0 release branch as this is no longer needed as part of our release process.
