learned I can just use `make update`. Also, Postgis 10 is 10, not 10.0

removed the apt-get install of postgis, as 2.3 versions are not available and it doesn't seem to break anything. Postgis is still installed with postgresql-9.6-postgis-2.3

fix update script to handle Debian jessie and stretch differently, as postgresl-10 is `FROM debian:stretch`
