Summary:
Torch.export currently lifts all parameters as arguments, causing there to be no getattr nodes in the graph except for in cases of higher order ops.
However exir.capture(..pt2_mode=True) does not do this yet, so we need to add extra logic in the exir serializer to handle this:
* When serializing, we add these parameters to the state dict
* When deserializing, the state dict should be empty so that they are not treated as inputs to the ExportedProgram

Summary:
Remove _deprecated_global_ns from cond following pytorch/pytorch#104105.

To do that, we need to change how graph_module generates python_code for "cond" target. Otherwise, it will generate target as "torch.ops.cond", which is invalid after the change.

Will import this PR to fix internal tests.

Summary:
In the case where we encounter the second argument before the first argument such as this:

```
def forward(self, x, y):
    return torch.cat((y, x))
```

The external IDs are in order of x:0, y:1 but the internal ids are x:1, y:0 since we encounter y first.

Generally, in the case where we serialize external_id != internal_id, then the order for which we add the ids into our executor class will be unsorted. This causes issues as when we prepare the inputs for execution, we wire them to the wrong inputs for the xnnpack graph.

## Problem
If we lower a graph module to delegate and then compose it with some other graph module, retrace it, if we also turn on edge ops and validator (`_use_edge_ops=True`, `_check_ir_validity=False`), validator will error out because it doesn't know how to handle lowered module.

## Solution

Fix this by ignoring all HigherOrderOps: catch the exception and pass.

This diff basically copy pastes the code from sdk/executor_runner into a new target in example folder for simple validation of being able to run exported model with portable ops.

Note that it only allocates memory for the first method by querying non-const size of
that method.

**The goal of this diff is for the submodule produced by `create_submodule_from_nodes` to have the correct ordering of arguments**

**Reasoning**
We are migrating to torch.export for graphs with lifted params. As a result we plan on delegates to consume lifted exported programs. When we partition nodes from the graph of the original exported program we must create a new ExportedProgram from them for delegate consumpation. In order to create a correct ExportedProgram for preprocess, we need the submodule arguments to be in the following order:

`(params + buffers)(user args)`

that is the user args must be the last few arguments.

**Current State**
Currently, the way in which we fuse partitioned node lists together into a graph module is in topological sort with no knowledge of which args are parameters and which args are user inputs. As a result, the graph module's placeholder arguments can be in any such order.

The goal of this diff is to create a valid and correct ExportedProgram from submodules produced by delegate partitioner. Additionally, we move all consumed parameters, buffers and states from the owning exported program to the delegated exported program

Instead of retracing the submodule to create the exported program, we instead manually create the submodule by passing in valid state_dict, call_spec, graph_signature and graph_module.
