Summary: Adds per-metric histogram bucket boundary configuration for redis-py OpenTelemetry metrics, and updates the OpenTelemetry dependency floor to support the new histogram API.

Changes:

Extend OTelConfig with configurable bucket boundary sequences for key histograms (operation duration, stream lag, connection create/wait time).
Add helper functions providing default bucket boundary sets for operation-duration and general histograms.
Pass explicit_bucket_boundaries_advisory into Meter.create_histogram() for the affected instruments in RedisMetricsCollector.
Remove the db.client.connection.use_time histogram and corresponding recorder helpers/tests.
Bump OpenTelemetry package minimums to >=1.30.0 (and update the OTLP HTTP exporter package name in the otel extra).
Add/extend tests to validate bucket configuration propagation into meter histogram creation.

Technical Notes: Bucket overrides are supplied via the OpenTelemetry API’s explicit_bucket_boundaries_advisory parameter, so the dependency minimum is raised accordingly.
