* lengthen the testing period after a release candidate is chosen * lengthen the wait time between publishing and announcing * release on GitHub at announement time, not publishing time * add steps for downstream projects such as Scala.js, SDKMAN, Scala Steward, Scalameta, kind-projector, genjavadoc, ... * require signoff from the Scala Center and VirtusLab fixes scala#799
