Fixes error:
> Message: packageRules[0]: Each packageRule must contain at least one match* or exclude* selector. Rule: {"enabled":false}
For future reference, the following command can be used to validate
configuration locally:
```
npx --yes --package renovate@latest -- renovate-config-validator --strict
```
