govc: Support Datastore Cluster in import.ova command#3763

Similar to ovftool, the -ds option can now be a Datastore Cluster. Datastore with the most free space is chosen. Fixes vmware#1265 Signed-off-by: Doug MacEachern <dougm@broadcom.com>
