The current document has definitions after they are used.

Datatypes
5.1 The XML Schema Built-in Datatypes
5.2 The rdf:HTML Datatype
5.3 The rdf:XMLLiteral Datatype
5.4 Datatype IRIs

It is odd that 5.4 is normative but it is after the (currently) three datatypes.

* Makes Privacy/Security/Internationalization Considerations sections informative appendices
* Consolidate changes sections.
* Remove sentence in SOTD that there have been no changes since PR.
* Move informative datatype sections after normative. (Fixes #19).
