Change log indicates 3 rounds of changes since then, including one described as "Accessibility improvements for color swatches".

It's not clear if there was a wide review for those changes. I did not find additional requests to APA for example.

That change to the styling was made in response to a review comment from APA:

APA was happy with this change (and other changes, mostly to CSS Color 5):

In other words that change (to the styling/presentation of the specification) was made as a result of horizontal review.

I'm confused. If you want to publish a CR Draft, you don't need a transition request. If you need to publish a CR Snapshot, you need to demonstrate wide review, including horizontal review.
