Adds simple command for generating example files. Also adds arguments to choose what files to generate when running the generate function (test or example) runs both by default.

It looks like this pull request may not have tests. Please make sure to add tests before merging. If you need an exemption to this rule, contact Hixie on the #hackers channel in Chat (don't just cc him here, he won't see it! He's on Discord!).

If you are not sure if you need tests, consider this rule of thumb: the purpose of a test is to make sure someone doesn't accidentally revert the fix. Ask yourself, is there anything in your PR that you feel it is important we not accidentally revert back to how it was before your fix?

Reviewers: Read the Tree Hygiene page and make sure this patch meets those guidelines before LGTMing.

@stuartmorgan have we been testing the tools for pigeon? I didn't see any - but I didn't look very hard either...

Also wasn't planning on a version bump for this, which could be wrong also...

I guess we haven't. I'm not sure how testing things in tool works from an import-from-tests standpoint. If that's doable, it wouldn't hurt to test things, but since they are just for our own development use I'm not concerned about it either way. I'm not sure if there's an exemption category for this or not; you could ask in Discord.

It's not wrong, the CI just errs on the side of flagging changes in example/ that it doesn't understand in case they are interesting to CHANGELOG. This doesn't need one.

Is this code purely for our own internal use, generating PRs that are later reviewed? Or do end-users use it too?

It's a quality of life improvement for generating files that are not used by end-users. Only contributors (and more realistically only me and Stuart)
