This is a horribly brittle test, being that it was broken by the addition of a license header. Fixes #520

Right now this flag is bypassing 2 of our most cherished tests. We need to see what is going on with the failures and ultimately fix the problem. The flag is defined in the
.travis.ymlfile here:https://github.com/golang/dep/blob/master/.travis.yml#L18
Also there are 2 places in the tree that will need attention as well
