[GSoC] Julia Bindings - Phase 1

This pull request concludes the first phase of the Julia Bindings GSoC Project. No code was changed on the OpenCV repostiories. The other pull requests that have been made in this phase are

• New package: OpenCV v4.5.2 JuliaRegistries/General#39058
• New Recipe: OpenCV v4.5.2 JuliaPackaging/Yggdrasil#3162
• julia - Fix type conversion bug #2979

Also, a repository hosting OpenCV.jl was made https://github.com/archit120/OpenCV.jl
