endLogGroup was incorrectly appending empty <div>s, producing a useless blank line after every group. Before and after:

fix(actions): don't render ::endgroup:: as an empty log line

`endLogGroup` was both closing the active group container *and*
appending the `::endgroup::` line as a fresh log row. The frontend
strips the `::endgroup::` prefix before rendering, so the resulting
`<div class="job-log-line log-line-endgroup">` has no content and
shows up as a blank row between collapsible sections.

`::endgroup::` is purely structural; nothing should render for it.
GitHub Actions' UI behaves the same way.
