Deploy a Hello World server as initial Public API

As part of our work on #7900, we want to setup a new server and host the public APIs on this golang server. In this issue, we setup the server and ensure we can deploy it to cluster. It will contain no actual implementation aside from Hello World which will ensure we have the deployment pipeline in place and continue iterating.
